Well, I decided to replace all those components, any can be leaky under load etc... and they're pretty old.

All caps and carbon diodes check ok with one leg lifted, all zeners (z3-z13) except z13, measure similar dc resistance. Maybe this is the culprit? Iirc it seems open/dc. Have no way to test zeners. Triac checks ok with ohmmeter. I have all diodes, capacitors and triac ordered to replace in this...

Ok, well the resistors are good but also I have 268vac off the transformer to the step up circuit and 8.8 vac off the transformer to the music sense circuit. Seems fairly close to normal so I'll check the triac and diodes/caps in the hv circuit.
