Looks like a case of neglected maintenance.

Golden Rule No. 1 in the spring time. Always make sure culverts are cleaned and unplugged after water begins to run through. Otherwise, OOOPS!

Had this happen on one of my projects a few years ago. Irrigator installed a screen on the uphill side of a culvert. Turned on the water and didn't come back to clean the debris.

Caused a temporary flood / lake on a major two lane highway here in the valley. Many phone calls that night.

Very cool video! My wife has her degree in storm water management and she thought the video was neat.
