The problem NASA is facing is the fact that the cartridges and the tape within were very expensive and were often erased and recycled for other projects, so there's a good possibility they met that fate, unless somebody was quick enough on the draw to realize what was on the tapes and have them archived. The fact that NASA is having a hard time finding them may be for just that very reason; it could well be that somebody in charge of erasing and reissuing the tapes realized what they were and stuck them in a warehouse somewhere, possibly against the direct orders of management.
